DALLAS,TX - July 10, 2000 - CapRock Communications Corp. (Nasdaq: CPRK), a leading integrated communications provider in the Southwest, today announced the selection of Cisco Systems, Inc. (Nasdaq: CSCO), the worldwide leader in networking for the Internet, as its preferred supplier of high-speed data networking equipment. The agreement is designed to accelerate the availability of high-quality, business-class DSL services for customers in the Southwest over CapRock's Cisco Powered Network.

By deploying an extensive network of Cisco 6160 IP DSL Switches throughout its planned 7,500-mile advanced fiber-optic network, CapRock will introduce a flexible DSL solution of unprecedented quality, including a new caliber of premium, managed IP+ATM data and voice services, to its customers in Texas, Louisiana, Arkansas, Oklahoma, New Mexico and Arizona.

The agreement with Cisco also enhances CapRock's ability to offer a wide range of differentiated services and comprehensive data solutions to broadband customers, while strengthening CapRock's Cisco Powered Network strategy implementation. The agreement also provides for the two companies to implement cooperative marketing efforts through the Cisco JumpStart Joint Marketing program.

"This announcement reinforces our regional ICP strategy and our announced collocation plans to deliver the highest quality communication solutions to customers throughout the Southwest," said Leo J. Cyr, CapRock president and COO. "Our strategic relationships with networking and communications leaders such as Cisco allow CapRock to offer high-quality, end-to-end solutions across our scalable network, and are a vital component in providing our customers with the ability to choose one provider for all their voice and data needs."

"CapRock's business model is aimed at delivering more than just Internet access, which makes the Cisco IP DSL Switch a great fit for them," said Kambiz Hooshmand, vice president and general manager for the Cisco DSL and Integrated Access Business Unit. "Our breakthrough, next-generation platform will enable CapRock to deliver a broad set of feature-rich, managed, IP+ATM multi-service applications that will satisfy the needs of their customers, gain new revenue, and increase their competitive position."

By year's end, CapRock will deploy the 6160 IP DSL Switch-based broadband services platform in primary, secondary and tertiary markets throughout the Southwest, enhancing the company's seamless, state-of-the-art advanced data communications network. These markets will include Dallas/Fort Worth, Houston, San Antonio, Austin, El Paso and Victoria, Texas; Phoenix and Tucson, Arizona; Lafayette, and New Orleans, Louisiana; Oklahoma City and Tulsa, Oklahoma; Albuquerque, New Mexico; and Little Rock, Arkansas.
